System HSE Specialist

Job Purpose

Supporting the implementation of HSE policies and procedures, assisting in the development of the System HSE inspection program, setting HSE performance metrics and consolidating all observations, collected data and studies into a monthly report.

Key Roles and Responsibilities

• Ensure work is performed based on approved policies, processes, procedures and instructions.
• Identify opportunities for continuous improvement of systems, processes and practices taking into account leading practices, cost reduction and productivity improvement.
• Escalate problems to ensure case/issue is closed efficiently and in a timely manner.
• Support the implementation of newly developed System HSE policies and procedures based on related communication programs and address queries when needed.
• Revise drafted surveillance reports to understand occurring incidents and analyze their root causes through proper coordination with HSE Incident Management Officer and develop related needed corrective actions plan.
• Facilitate communication of developed mitigation plans through proper training, address complex queries when needed and consolidate observations into a report to be sent to HSE Policies and Surveillance.
• Provide recommendations for the development of System HSE processes, forms and checklists in line with related requirements to help WTTCO achieve business excellence in various HSE disciplines.
• Set HSE performance metrics and KPIs in coordination with key stakeholders to measure program efficiency.
• Provide input for the development of HSE trainings to explain the programs’ objectives, related framework, and critical points to prevent the occurrence of any HSE incident and follow-up on implementation.

Key Roles and Responsibilities 2

• Ensure prompt inspection to assess HSE related measures before implementing any new procedure, installing new equipment or performing corrective/ preventive maintenance orders.
• Facilitate the conduction of emergency simulations to track gaps in response strategy and plan, and accordingly highlight contingencies and corrective action plans.
• Analyze field visits’ collected data about site’s current status and support in the development of recommendations related to resources, needed arrangements and budget.
• Coordinate with HSE Inspectors to gather input for the development of the Environmental Impact Assessment (EIA) report as part of the HSE sustainability program.
• Analyze HSE programs, practices, procedures, mitigation plans, crisis responses and incident root causes in coordination with internal departments to identify needed equipment and resources to ensure proper implementation of strategies.
• Handle the selection of personal protective equipment (PPE) and ensure appropriate fit testing of such items.
• Follow up on service and product delivery, installation or provision based on set SLAs; and develop related reports.
• Promote a positive health and safety culture and act as an HSE advocate whenever needed to recommend best practices and courses of actions related to health, safety and environmental issues.
• Develop related reports to track efficiency of training, simulations, and crisis responses strategies.
• Provide input for the development of reports regarding operations, activities and achievements for reporting and decision-making.
