Senior Assets & Capital Planning Specialist

Job Purpose

The job holder is responsible for optimizing WTCO’s assets and capital investments, portfolio planning, developing and implementing strategies to ensure the efficient and effective use of assets, as well as planning and prioritizing capital investments to support WTCO’s goals and objectives.

Key Roles and Responsibilities

• Identify opportunities for continuous improvement of Assets & Capital Planning’s systems and practices taking into consideration leading practices, cost reduction, and productivity improvement.
• ‎Ensure that all work is carried out efficiently, in line with the annual business plans, goals, policies, processes, procedures, and instructions.
• ‎Ensures compliance with all applicable laws, rules, regulations, and standards within WTCO and related functions such as but not limited to (HC, HSSE, Risk and Cybersecurity, etc..).
• ‎Escalate problems to ensure case/issue is closed efficiently and in a timely manner.
• Ensure the development of GIS standards and guidelines that guarantee a high-quality outcome.
• Ensure the development and implementation of a unified GIS plan.
• Present complex information (e.g., maps, graphs,…etc.) using GIS and related equipment to support informed decision-making.
• Review as-built drawings delivered by concerned business units upon project completion, reflecting all changes made on GIS and incorporating assets information (e.g., coordinates, …etc.).
• Conduct asset inventories, assessments, and lifecycle analyses to keep track of assets resources.
• Collaborate with stakeholders to identify and prioritize capital investment needs, to develop capital investment plans and budgets aligned with the WTCO’s strategic objectives.

• Analyze cost-benefit and financial modeling to evaluate investment opportunities and make informed investment decisions.
• Analyze financial data and key performance indicators to assess the financial viability and return on investment of capital projects.
• Review the submissions to ensure alignment with strategic plans.
• Develop projects portfolio based on strategic and supply and demand plan.
• Develop business cases and obtaining projects approvals.
• Identify and assess risks associated with asset management and capital investments to develop risk mitigation strategies and contingency plans.
• Ensure compliance with regulatory requirements and industry standards related to asset management and capital investments.
• Collaborate with internal stakeholders, including engineering, operations, finance, and procurement departments, to gather input and align projects planning and capital investment strategies with WTCO’s needs.
• Engage external stakeholders, such as vendors, contractors, and regulatory agencies, to ensure successful project implementation and compliance.
• Coordinate project teams, contractors, and suppliers to monitor project progress and provide regular updates to stakeholders.
• Conduct post-project evaluations to assess project outcomes and identify areas for improvement and risk mitigation.

• Maintain accurate and up-to-date records of assets, including asset specifications, maintenance history, and financial information.
• Utilize asset management software and tools to track and manage assets efficiently.
• Identify opportunities for process improvement and operational efficiencies in asset and capital planning to ensure continuous improvement.
• Stay updated on industry trends, best practices, and emerging technologies in asset management and capital planning.
• Provide input for the development of reports regarding operations, activities and achievements for reporting and decision-making.
