Job Purpose

The job holder is responsible for leading and ensuring execution of projects in the regions by the development of construction project plans, execution, monitoring & reporting project progress, and closure activities & stakeholders’ requirements to ensure project delivery as per the defined scope, quality, budget, and time.

 

Key Roles and Responsibilities

Leadership and Strategic Key Accountabilities:

• Facilitate developing Regional Projects Portfolio policies, procedures, and controls

covering all areas of assigned Regional Projects Portfolio activity and provide

continuous improvement recommendations.

• Assist in developing the Regional Projects Portfolio strategic and operational plans,

ensuring alignment with WTCO’s strategy, vision, mission, and corporate objectives.

• Support in developing the Regional Projects Portfolio budget potential areas of cost

reduction or performance improvement opportunities are capitalized upon.

• Fulfill ESG responsibilities and requirements in line with the strategy and ESG-related

initiatives.

• Support in setting Regional Projects Portfolio KPIs and monitor progress and

development towards WTCO strategic objectives.

• Support in identifying the management needs of competencies and talents and

provide recommendations with regard to human resources decisions.

• Develop all Regional Projects Portfolios reports in a timely and accurate manner while

ensuring meeting the requirements, policies, and quality standards.

• Delegate duties, responsibilities, and authorities to appropriate team members within

the business in case of absence.

Key Functional

Accountabilities

• Identify opportunities for continuous improvement of Regional Projects Portfolio

systems, practices, cost optimization, and productivity & efficiency improvement.

• Ensures compliance with all applicable laws, rules, regulations, and standards within

WTCO and related functions such as but not limited to (HC, HSSE, Risk, Cybersecurity,

etc..).

• Escalate problems to ensure case/issue is closed efficiently and in a timely manner.

• Ensure that all work is carried out efficiently, in line with the annual business plans,

goals, policies, processes, procedures, and instructions.

• Ensure defining, reviewing, and implementing of the overall project execution in

regions as per the defined scope, quality, budget, and time in coordination with the

concerned business unit and in line with the EPMO framework.

• Ensure working collaboratively with delivery stakeholders to ensure successful

project completion per the defined time, budget, and quality.

• Ensure executing and obtaining approval on submissions or request amendments

after liaising with concerned teams.

• Manage execution progress to ensure compliance with set plans, contractual

requirements, and other relevant aspects.

• Manage the progress of third parties involved in all time-bound project construction

elements ensuring strict adherence to approved scope, budgets, time, and specs. &

standards.

• Ensure reporting on progress in terms of milestones, budget, and time is reported in

coordination with the concerned business unit.

• Manage risk identification within the project and follow up on corrective actions

implemented in order to solve issues where possible.

• Ensure identifying and reviewing the impact of execution-related risks presented by

the stakeholders (i.e., contractors, consultants, …etc.) and define mitigation plans to

overcome these risks.

• Monitor budget and schedule deviations from the execution plan, assess the impact

on delivery, and define action plans to close the gaps.

• Ensure the development of an execution punch list in case any issues are detected

and keep track of the resolved issues.

• Ensure building and maintaining solid relations with external stakeholders such as

governmental entities and consultants to serve WTCO’s best interest.
