Job Purpose
The job holder is responsible for designing the activities of local content, including benchmarking and assessment, local content plan and opportunities, and local content performance in order to deliver on the local content & localization priorities within set KPIs, agreed budgets, and WTCO’s policies, procedures and strategic objectives.
Key Roles and Responsibilities
- Identify opportunities for continuous improvement of Supply Chain Planning systems, practices, cost optimization, and productivity & efficiency improvement.
- Ensures compliance with all applicable laws, rules, regulations, and standards within WTCO and related functions such as but not limited to (HC, HSSE, Risk and Cybersecurity, etc..).
- Escalate problems to ensure case/issue is closed efficiently and in a timely manner.
- Ensure that all work is carried out efficiently, in line with the annual business plans, goals, policies, processes, procedures, and instructions.
- Review WTCO’s strategic aspirations and assess impact of WTCO’s strategic objectives on local content & localization operational plan and identify research and benchmark studies parameters.
- Ensure identifying and conducting local content & localization research and benchmark studies, ensuring pre-set parameters are considered.
- Participate in the development and assessment of the Saudi market in order to identify stakeholders’ demands and incorporate them in local content & localization overall plans and initiatives.
- Review and validate local market evaluation outputs and recommendations, ensuring the best options are recommended for WTCO.
- Participate in the development of local content and localization opportunities identification by analyzing WTCO’s demand trends, market assessment, and business unit’s demand.
- Participate in the development of indexing guidelines to facilitate access and extraction of data in alignment with LCGPA regulations and bylaws.
Key Roles and Responsibilities 2
- Ensure the determination and collection of the needed information for opportunity development, including cost estimation, project timeline, risk assessment, and expected outcomes in order to ensure assessment of the viability of potential opportunities.
- Review and validate stakeholders' needs report output, ensuring alignment with supply-led opportunities and benchmarks.
- Lead coordination with Local Content and Government Purchases Authority and prospective local suppliers to ensure understanding of financial requirements and availability of needed funds for the development of identified opportunities.
- Validate and assess the consolidation of all the information in order to analyze the findings considering all of the associated risks and potential benefits and derive final decisions concerning the adoption and implementation of developed opportunities by consulting with upper management.
- Participate in the development local content and localization scoring card performance against set objectives and KPIs, and measure progress toward achieving the expected results.
- Review current local content and localization policies and align them with new local content and localization objectives and indexes mandated by
- LCGPA and consult concerned stakeholders (i.e., Procurement, O&M, concerned business units) to promote these objectives and policies and secure buy-in.
- Communicate all local content, localization, and database guidelines with relevant stakeholders to secure alignment and consistency.
