Job Purpose:

  • Identifying training needs and developing appropriate training plans and courses to provide efficient trainings and improve employees’ performance within set policies and procedures

 

Key Accountability:

  • Contribute to the development of Talent Management plan and develop operational plan of the Learning & Development Function according to set objectives.
  • Develop Learning & Development Division key performance indicators and continuously monitor progress towards operational plan.
  • Implement Learning & Development Function’s framework, methodologies, techniques and principles.
  • Ensure that Learning & Development Function operational plan is well communicated and understood at all levels.
  • Optimize resources and ensure team is efficient and provide recommendations for improvement.
  • Develop budget requirements for Learning & Development Function ensuring alignment to plans and needs.
  • Develop procedures ensuring all actions are conducted in a systematic manner.
  • Take operational decisions and escalate key decisions to senior management when required.
  • Contribute to employee performance management and provide formal and informal feedback to support professional development and maximize performance.
  • Ensure work is performed based on approved policies, processes, procedures and instructions.
  • Identify opportunities for continuous improvement of the systems, practices, cost optimization, and productivity & efficiency improvement.
  • Ensures compliance with all applicable laws, rules, regulations, and standards within WTCO and related functions such as but not limited to (HC, HSSE, Risk and Cybersecurity, etc..).
  • Escalate problems to ensure case/issue is closed efficiently and in a timely manner.
  • Review employee’s performance appraisal and personal KPIs’ results as well as personal development plans to determine employees training needs ensuring alignment with individual career progression.
  • Ensure the development of an overall gap assessment report consolidating training needs for each function and level within WTCO highlighting key findings, recommendations, and improvement initiatives.
  • Negotiate identified training needs with relevant key stakeholder to ensure approval and initiate training planning, development, and execution.
  • Decide on the latest training topics based on benchmark studies and best market practices to integrate them in the training catalogue.
  • Develop training framework and determine training courses for each competency proficiency level and manage the development of training index.
  • Design internal training courses and material for each function and level in coordination with all divisions and ensure it matches career development paths, high potential, and leadership programs.
  • Execute internal training and manage presentation content in coordination with concerned internal entities and subject matter experts.
  • Select appropriate external training providers for training execution and agree on training content and materials prior execution ensuring alignment with training scope and objective.
  • Review training evaluation results and continuously recommend improvements ensuring training objectives are fulfilled and employees are getting the right training.
  • Build and maintain solid relations with external stakeholders such as governmental entities and consultants to serve WTCO’s best interest.
  • Approve reports and presentations related to Function activities and achievements for reporting and decision-making.

 

Job Qualifications and Requirements:

  • A minimum of 8 years of relevant experience
  • Bachelor’s degree in human resources and preferably a master’s degree in human resources or relevant fields
