Job Purpose
To lead and integrate the commercial and technical functions of WTCO, ensuring aligned strategy execution, optimal monetization of fiber assets, and reliable delivery of fiber and colocation services in alignment with business objectives and national digital infrastructure priorities.

Key Roles and Responsibilities
Key Accountability Areas & Activities
1. Leadership and Strategic Accountabilities
- Contribute to the development of the Fiber Optic business plan and develop an operational plan aligned with set objectives.
- Develop key performance indicators for Fiber Optic functions and continuously monitor progress.
- Implement the Fiber Optic framework, methodologies, techniques, and principles.
- Ensure that the operational plan is well communicated and understood at all organizational levels.
- Optimize resources, improve team efficiency, and provide improvement recommendations.
- Develop budget requirements aligned with plans and operational needs.
- Develop procedures to ensure systematic execution of all actions.
- Make operational decisions and escalate critical decisions to senior management when necessary.
- Support employee performance management and provide feedback to enhance development and performance.
2. Key Functional Accountabilities
- Ensure all work is performed based on approved policies, processes, procedures, and instructions.
- Identify opportunities for continuous improvement, system enhancements, cost optimization, and efficiency improvements.
- Ensure compliance with all applicable laws and internal standards (e.g., HC, HSSE, Risk, Cybersecurity).
- Escalate issues to ensure timely and effective resolution.
- Oversee development and execution of fiber monetization initiatives, wholesale products, and pricing frameworks.
- Ensure strong market positioning, competitive value propositions, and engagement with strategic partners.
- Monitor commercial performance including revenue, profitability, and achievement of approved business targets.
- Oversee technical strategy, network performance, and service delivery for fiber and colocation services.
- Ensure infrastructure reliability, capacity planning, SLA adherence, and regulatory compliance.
- Track operational KPIs and risks to maintain service quality and business continuity.
- Coordinate effectively with central WTCO functions: Finance, IT, Risk & Compliance, Procurement, and Human Capital.
- Support investment planning, business case development, and prioritization of fiber-related initiatives.
- Contribute to improvement of processes, controls, and governance frameworks supporting the Fiber Business Unit.

Job Qualifications and Requirements
Knowledge & Experience
- Minimum of 8 years of relevant experience.
Education & Certifications
- Bachelor’s degree in Engineering, Business Administration, Economics, or related field.
- Master’s degree in a relevant field is preferred.
